unfortunately, the promo page omits some additional conditions that pop up if you try to open the "Regular Personal Checking" acct online -- specifically, CA residency.

I went thru the normal checking acct page:

and then clicked on (probably dynamic link):

"Helpful Hints:

* You must be 18 years of age or older.
* You must be a California State Resident."

Not sure if applying over the phone would allow you to avoid this, but looks like this should be moved to local?
